Market impact: Mildly bullish EUR/USD, but not a high-conviction catalyst.

The information reinforces an existing relative-dollar weakness trade rather than introducing a major new fundamental shock. ING’s view is that EUR/USD can remain supported and potentially edge higher after consolidating around 1.1670–1.1710, with the near-term bias favoring a gradual euro advance.

The key transmission mechanism is interest-rate expectations. A continued eurozone expansion in the August PMIs, combined with still-elevated medium-term inflation expectations, could preserve expectations for another ECB hike in September. That would support the euro by limiting expectations for rapid ECB easing and potentially narrowing the perceived policy gap with the United States.

The dollar-negative component is broader: ING characterizes the preferred scenario as a benign decline in the greenback, which would tend to support EUR/USD alongside other risk-sensitive and emerging-market currencies. However, this remains a slow-moving macro bias, not evidence of an immediate trend acceleration. The cited consolidation range suggests that traders may need a confirmed break beyond the range before treating the move as more than position adjustment.

Bullish interpretation:

  • Eurozone PMIs outperform expectations.
  • Inflation expectations remain elevated or rise.
  • US data weakens, Treasury yields fall, or markets further reduce expectations for restrictive Federal Reserve policy.
  • Broad dollar selling persists, potentially lifting EUR/USD and other major currencies.

Bearish or limiting factors:

  • Weak eurozone activity data would undermine the case for another ECB hike.
  • A renewed rise in US yields or stronger US economic data could quickly restore dollar demand.
  • High natural-gas prices remain a material euro-area risk because they can worsen the region’s trade balance and revive growth concerns. ING notes that the eurozone has been coping better with energy costs, but that assumption remains vulnerable to another energy-price shock.

Trading horizon:

The immediate effect is likely short-term and modestly EUR-positive. A more durable medium-term move would require confirmation from the PMI data, the ECB Consumer Expectations Survey, subsequent ECB communication, and US rate-sensitive data. Traders should also monitor whether dollar weakness is broad-based across DXY components or concentrated only in EUR/USD; broad-based weakness would make the euro-upside interpretation more credible.
