The July FOMC minutes are likely to have asymmetric importance because they predate the August 7 employment report. A hawkish discussion emphasizing persistent inflation and the need to keep rates restrictive could support the U.S. dollar and push USD/CAD higher, particularly by reducing expectations for a September easing. Conversely, evidence that several officials were increasingly concerned about weakening labor-market momentum would reinforce the dovish interpretation of the later 23,000-job decline and weigh on the dollar. The minutes may therefore generate volatility without delivering a definitive policy signal, since they do not incorporate the latest labor data.

For Canada, July headline CPI rising to 3.0% from 2.8% is modestly CAD-supportive in isolation because it reduces the immediate probability of a Bank of Canada rate cut. However, the composition is less strongly bullish: median CPI was only 2.0% and trimmed CPI remained at 1.9%, while unemployment was around 6.5%. This leaves the BoC with limited incentive to tighten in response to an inflation increase driven largely by volatile energy-related factors. The result is a relatively narrow policy differential catalyst: CAD may benefit from reduced easing expectations, but the upside is constrained unless core inflation broadens or labor-market conditions improve.

USD/CAD bias:

Fundamentally, the pair faces opposing forces—potentially hawkish Fed messaging versus a temporarily firmer Canadian inflation profile. The immediate reaction should depend on which central-bank repricing is larger. A hawkish minutes surprise would be bullish for USD/CAD; a dovish interpretation, especially if paired with stable Canadian core inflation, would favor downside continuation. Broader oil-market direction also remains important for the Canadian dollar, given Canada’s commodity exposure.

Technically, the pair is testing a support cluster near 1.3833–1.3837, involving the long-term 200-day average, monthly S2, and weekly S1. The RSI near 29.24 signals oversold conditions, increasing the risk of a short-term corrective rebound even if the broader decline remains intact. A sustained break below that confluence would weaken the bullish reversal case and expose the secondary structural support identified by the source; a recovery from it would initially look more like position adjustment than a confirmed trend reversal.

What traders should monitor next:

the wording around inflation persistence, labor-market risks, and the number of officials open to future easing; U.S. Treasury yields and rate expectations after the minutes; Canadian core-inflation follow-through; oil prices; and whether USD/CAD holds or decisively loses the 1.3833–1.3837 support zone. The September 16 Fed meeting and September 2 BoC decision remain the more consequential medium-term policy catalysts.
