Iran and Oman prepare Hormuz deal as U.S. holds back on secondary sanctions

Iran and Oman said they are approaching a deal to secure safe transit through the Strait of Hormuz. Oil prices extended declines, despite traffic on the Strait falling by two-thirds from their 10-day average.
